I had a phone interview about a month ago. They said they were at the beginning of the process of searching. I sent my Thank You notes. I also asked one person a question, which she responded to in a timely manner. Two weeks after the interview, I followed up by email to the person that first contacted me. I never received a response. Should I follow up again or does this mean I am no longer in the running. By the way this is a archivist position at an academic institution. Thanks!

It could just mean the person is very busy. It could mean you email did not find the way into their email box (maybe spammed). It could mean the person is on vacation, out sick, getting caught back up, etc. It could even mean the person is not as involved in the process currently.

I would not assume it means anything.

If it has been a while since the contact, I may consider following up again. If you have a phone number, you might just give them a ring and ask about the status of the search and very quickly let them know you are still interested.

We hired someone in January. To get everyone phone interviewed took weeks by itself because of scheduling. We than had to wait several more weeks to start in-person interviews because in an academic setting there is usually a lot of people that need to be or liked to be involved.

Tiffany, I think you need to be patient. If they were at the beginning of the process, and you were the first phone interview, it could be that two weeks after your call they were still organizing more phone interviews. There could be a million explanations for this.

You sent an email, and they didn't reply. I think sending another one might annoy them, at worst.

This is the really tough part of the job process. If you can distract yourself, do so!
