Now, let's see -- you want someone with a bachelor's degree, 2years experience in -- marketing, public relations, web design, technical writing, and, presumably, they know something about libraries. And, gee, Japanese would be nice. All for $29,000???
Why do employers post these kinds of ads? I assume their HR departments make them.
Seeking a person to handle the library's special projects. Responsibilities include planning, promoting presenting programs through community outreach activities; public relations, marketing and maintaining library's webpage.
Position requires a bachelors or associates degree and two years experience in one of the following areas: public relations, graphic design and technical writing. Applicant must have excellent communication skills; knowledge of web page design, excellent organizational and problem-solving skills, ability to work independently. Knowledge of a foreign language is desirable, preferably Japanese.
Annual salary is $29,000

Yeah, that is sad. What is more tragic is that I see these kinds of ads frequently. The most tragic thing? Where I live, they actually get filled because people are that desperate.
It's little better than slave labor, and doesn't justify the skill sets/education, but when the supply of employees exceeds the demand, it's basic economics 101.

It's a problem.
When we've done compensation reviews (3 months ago and 2 years prior to that) we used an organization (Management Association of Illinois) that crunches more than just "public library specific" statistics. That's helped increase the base salaries for all employees. This is especially true for areas such as IT where there are easily available for-profit business comparisons ... and that has helped push up other department head salaries.
My part of Illinois has an annual compilation of library salaries (The LACONI Salary Survey) that is less than adequate and often misused. Libraries need independent compensation experts to use this data properly as well as bring in appropriate non-library comps.

This kind of multi-tasking job is, unfortunately, more common. ANd I have had to post some that were almost that bad---but I knew I was shooting at the barn in the dark, too. I also put estimated percentages by the amount of time needed for each aspect. It is a pain, but that needs to be clear to both the applicant and for the job description. And, frankly, I only expect to get 75% of the wanted skills (since we are pretty rural here). However, I agree: Japanese? Technical writing? Graphic design? Maybe they are trying to hire some relative with these varied skills.
